Description
- Registers a new channel to the given manager, and joins the channel.
Usage
user parameter is optional. If not given, only users with global (channel *) access
can use channel comands until users are added with adduser
Examples
Add channel #newchan with MrBob as the channel manager
@Empus | y addchan #newchan MrBob
@yolk | done. registered #newchan (user: MrBob)
